With a theme of "Youthful China and Feeling Tianjin", the event was jointly organized by the International Exchange and Cooperation Office under the Ministry of Culture and Tourism, China Arts and Entertainment Group Ltd, and the Tianjin Municipal Bureau of Culture and Tourism.

During the opening concert, band performers from the Czech Republic, the Republic of Lithuania, and the Republic of Austria presented excellent music featuring a combination of popular and classical elements and a confluence of East and West.

In addition, several renowned young artists of Chinese origin also brought along their fabulous performances, which included a classical Chinese song adapted from the Song of Divination by Li Zhiyi in the Northern Song Dynasty (960-1127), You Are My Heart's Delight from the Land of Smiles by Franz Lehar, and Piano Concerto No 1 in B-Flat Minor by Pyotr Ilyich Tchaikovsky.

Launched in 2008, the China International Youth Arts Festival is the first international youth-oriented cultural exchange activity led by the government in China. In addition to building a platform for artists from home and abroad to engage in professional communications, it also plays an important role in enriching the cultural life of people in host cities, deepening the friendship between young Chinese and their foreign counterparts, and boosting people-to-people and cultural exchanges.

According to organizers, the 12th China International Youth Arts Festival also set up sub-venues in Beijing, Shanghai, Guangzhou, Zhuhai, Xiamen, Quanzhou, Suzhou, Jinan, Yantai, Dezhou, Lanzhou, Xining and Nanchang, where performers from over 30 countries and regions were invited to give a total of 205 artistic shows.
